're hearing the obama administration released a budget that includes over a trillion dollars worth of tax hikes just as we inch toward the fiscal cliff with no compromise in sight. peter doocy is at the white house with the latest. peter? >> and the two numbers you need to know to best understand the president's proposal to avoid the fiscal cliff are 1.6 and 400. as in $1.6 trillion in new taxes now and $400 billion in spending cuts later. the white house also wants a new multi-year stimulus plan that's going to cost at least $50 billion in fiscal year 2013 alone and they want the ability to raise the debt ceiling on their own unless two-thirds of congress votes against it. but republican leaders in congress are not happy with this proposal which was presented to them yesterday by treasury secretary timothy geithner. >> i'm disappointed in where we are and disappointed in what's happened over the last couple of weeks. going over the fiscal cliff is serious business and i'm here seriously trying to resolve it and i would hope

the obama administration put the payroll tax cut back on the table in the proposal. i know that the white house is doing these my# -- my2k hash tags. why not my3k because the payroll is back in it? >> that's a good question. i appreciate the contribution to the communication's thinking. the facts of the matter is we are clear that we believe unemployment insurance has to be extended, and we believe all the precisions expire at the end of the year have to be a part of the conversation and discussion. we are interested in payroll tax cuts being interested in very much part of the discussion. i'm not going to get into the specifics of our negotiations, but, you know, two things. one is we fought very hard. the president fought hard for the payroll tax cut and the payroll tax cut extension. around this time last year, i think i was entertaining similar questions, which is, why cannot the president meet with speaker boehner right now? the deal was done, and american families benefited enormously from it during a time it was important economically, and we'll evaluate that in the broader discuss

that washington doesn't have a revenue problem, it has a spending problem. and under this administration, under president obama, we have seen record deficits and a record debt accumulate, and yet he keeps demanding that we have seen record deficits and a record debt accumulate, and yet he keeps demanding that we raise taxes to pay for more spending. this will only hurt our economy. ernst and young has done an analysis of the president's proposal and said it will cost several hundreds thousands of jobs. there is a better way and the speaker has laid it out. it is an approach that calls for tax reform by reforming the tax code and passing responsible spending cuts in order to get our fiscal house in order. that's what america wants. this is our opportunity to do the big things. this is our moment to provide that leadership that america desperately wants and we stand here ready to take the action necessary. >> the american people are hurting right now and now is the moment where we need to step up to the plate and solve the problem. cann't know how any of us look our kids and grandkids in the eye
